The areas that are covered help keep the wind down. Even though the sidewalks are not heated, in the winter everything is cleared nicely. The outdoor shopping experience is nice and closely consolidated. No long sections to walk like other outlet centers.

Yes outside shopping. In the middle of the outside mall area is an enclosed courtyard area with tables and chairs (where you will find customer service and bathrooms)
Outside shopping, fine in the winter chill (was there this weekend) due to the buildings shelter you, plus there's a fireplace outside! Note though not ALL have outlet pricing...Bass for one does.

That is correct, it is outside, but there are some roofs a available throughout, but not enclosed.
