I would concur about meeting at the fireplace in the center. A warm spot plus people all around... That would be a great and safest place to meet without disturbing any of the shoppers
The safest place to buy and meet someone on the Marketplace is the police department parking lot. Especially if looking at a vehicle. The police are okay with this.
Extremely and I would suggest either the fireplace because it is at the center of the outlet, or one of the restaurants, like Subway. Tanger is an extremely popular outdoor mall and they have their own security.
