Not sure what the question is, but you can also tell one of the workers. There are always workers in the upstairs food court. Just let them know and they will take care of it.

I noticed the paper towel was replaced with hand dryer that they put on the wall. I had hard time with it. I m used to paper towels. You should see if there is number for management to see what can be done to improve things. What restaurant are you referring to?
Yes stores were very busy w back to school didn't use restrooms. Yes Always let someone know that there is no toilet paper or if its dirty also you can google it to make a complaint ...
