They are allowed and must be kept on a lease and well behaved. However, they are not allowed on the beach and don't forget to pick up after them.
Dogs are allowed in the park if on a leash no more than six feet long. All Florida state beaches park beaches forbid dogs on the beach unless they are service dogs. However there is a city beach connected to Gamble Rogers beach within about a 5 minute walk from the campground that alows dogs.
