We did not pay to get on Pensacola Public Beach. There is a small fee to go on the pier.
Just the dollar toll, and yes parking can be difficult depending on the time of the day. You also have the option of getting a yearly beach pass to avoid the toll, although i believe its somewhere around 50 dollars.
