Is it hard to reach higher shelves

Depends on how tall you are!

I don't ever steal any steps towards and I can never get help when I have to get an item from the top shelf and I'm only 4.9 is so that's very hard for me if I'm lucky I'll see a very top customer and they usually help

If you're 5 feet tall or shorter yes, but I usually see step stools around and customers using them to reach higher shelves... I'm not sure if they're for customer use or not, but they come in handy if you need one...

Yes, depending your heigth, if you are tall it should be simple, other customers are at help when you need it. If you're short, I would recommend customer help. 😊
