Because just like all the other businesses right now they can't get anybody off their butt to work. Most Walmart locations very rarely answer the phone anymore and their employees could basically care less!
The service is very poor at Walmart for those who have a handicap there's never anyone to help them or answer the questions whenever you go in the morning or the evening that's when I go, still having problems with the the wheel chair carts they only have one or two working in the store, why do they only have two lines open at the Wallisville location buy Woodforest?
They're busy and can't just stop working with a customer to answer the phone or just plain out don't want to answer...

Just as with so many other businesses, they do not realize the value of a person answering the phone. There are many retired individuals who may not be able to multi-task and do a zillion things, but they could be hired to answer the phone. They would be thankful to have job and it would show in their "smile" on the phone.
They usually have only one person at the front desk working and they are staying busy.
