Yes. However, the "gate" area is open all the time. I was a little worried about this at first, but the inside area is incredibly spacious that it hasn't been a problem for my pup.
Yes it is fenced but unfortunately a percentage of that fence would not prevent a dog from going under or through it to leave the dog park. There are four to five entrances to the park which are either gated or not gated but the gates are usually always left open
