I pulled in on Sunday to get some rest, and one of the workers was at their work building working on a motorcycle or something and kept reving the engine so loud I couldn't sleep. Not sure who to report him too but will find out.

Sounds like that's your problem not theirs. Rest areas are always noisy, vehicles moving about, lawn equipment, etc
