Yes and they also have wheelchairs there that have big wheels on them that are made especially for the sand. Not sure if they rent them out for a fee or if you can just borrow them for free but they're located right in front of the pier store and access line.

Wheelchair accessible from pier to where lounge chairs are but does not go to water

There's a pathway on the right side of peer that leads down to the beach that is wheelchair accessible, but it stops at the lounge chairs on the beach. I don't remember it going closer to the water though.
