It was a state decision, not ownership. You must be in business a certain amount of time before you are qualified for it. I would imagine they will get it as soon as possible though. Not only does it affect the customer, I'm sure it's had an impact on their small business.
The company is under new ownership and do not accept food stamps anymore, even on take and bake.
They should on take and bake.
