They are always open. The question is how well the ice formation off of the rock walls/cliffs have formed. Some fluctuating temps help, some melting with refreezing.
They will be open and the ice is beginning to form. Last picture I saw it hadn't quite formed fully yet but there are large bicycle type formations. By January it should be pretty good. February is always the best bet but it just matters upon temperature and mother natures plan. Bring some ice cleats I hear there not renting them there anymore. I am hearing the bar in town rents them. $7 to rent $13 deposit.
The caves are on a public trail. They are always open. You have to cross private property to get to the trail. The landowners do not restrict access.
