If you are willing to to park outside the campground you can get a spot in the hiker/biker campsite but you must show up at the campground on foot or by bicycle to get to use the site so park down the road and either bike or hike all you gear into the campground

No. All reservation based.

All rv sites can be reserved, but if you are lucky you can just show up and you can take any empty site. As for Brooke Creek Hike in there are a few parking spots by the office, but it is still a quarter mile hike to the sites.
