No at the Marshfield store they do not do ear piercing. Maybe they do at some other superstores across the US. But not at the one in Marshfield, WI.
They do pierce ears. But I definitely recommend going to a trained piercer at a tattoo shop rather than a department store. I got all of my ear piercings done in department stores and i to this day have an issue with scar tissue and such
The piercing itself is free. The cost depends on the earrings chosen as some cost more than others. Titanium vs gold-plated, semi-precious stone vs metal only, etc.
