Yes they do. I took my daughter there in November 2020 and she was able to get a tattoo no problem.
Studio 1900 isn't open anymore but when they were, they would tattoo 17 year olds with parents consent
I don't know you'll have to call them. I'm pretty sure you have to be 18..
