I was surprised that I had to pay a $3.49 for delivery and the delivery person doesn't get any part of it. The food was good put the shrimp was huge and this time shrimp was much smaller although you got more I would rather have the large shrimp.

Actually the delivery fee is not part of the tip. It is a fee for the convenience of having delivery and to offset the costs of providing delivery. Typically the higher costs incurred include hiring drivers, additional liability insurance coverage, etc... The tip is not mandatory, however most drivers do rely on this additional income to meet their bills.
