Yeti is correct. There is a small hill to the start of the boardwalk to the caves. If he can manage that hill then maybe he can see some of the caves at the base of the cliff but not enter anything too challenging. I've seen elderly people do that. There is a guide in the hut at the base of the cave boardwalk. There can be a lot of stairs on the boardwalk after that first botrom part. You can turn back or go around when you want, it is a nice walk. Talk to the staff in the gift shop. I they can help.
I would avoid the actual caves portion of the Polar Caves, the caves have very tight spaces and there are quite a bit of stairs.
