I would consider it low accessibility. The Birch Road entrance would be traversable by a wheelchair with difficulty up until the bridge across the stream below the falls. The bridge has steps only. After the bridge, as you continue east, the trail quickly gets steep and rocky with some areas becoming mud puddles periodically. Other people with limited but not chair bound mobility might be able to make it to the falls.
