No, Target won't let you exchange gift cards for cash. You MIGHT be able to get it refunded if you have the reciept and purchased it with cash. Other than that, you'd have to find a machine that gives you cash for gift cards. There's one in the Safeway in Natomas for sure, but I'm not sure where more are other than that specific one.
They sure don't unless you have the receipt, most of them have the gift card exchanger thing but they don't give you much, not even half usually.
