Summer is busy. Come early they close the parking lot when it's full
It is not but they put up parking lot closed or full signs all the time even when it is not.

Its not unless there's weather. They do close it when the parking fills up and only let in cars as people leave. So i suggest you get there early or late afternoon
When the parking lot is full it stops letting people in until people leave then they start letting people in again
