I don't think they have free pass. You have to go through a gate.

Yes, you can fish for the day and you do NOT have to have a fishing license since it is not a state own park.
You can go to places on the other side of the lake. But to fish in the park there is a fee,plus you need a state fishing license ,which you can get at any Wal-Mart in the state and is good for one year to the date of purchase.
