They are there everytime I've been out there. They are somewhere outside kinda hidden in a tent in a far corner... Wish I could explain it better. I don't remember all the "street/avenue" names. You can always call the office and find out as well.
I didn't see anyone tinting car windows. Maybe someone else has.
