Since when is it ok for employee white hair guy in a non sunny days to go around report and threaten customers for leaving their pet in a car and doing it properly of windows down and food water and just stopcustomers from shopping?

Depends on how hot it is...over 70°is too hot because it will get much hotter in the car.
