Available on both sides med / rec. Rec is more limited as far as what they offer. They have to maintain supply for medical patients, so Flower can be scarce some weeks. Flower THC is low compared to concentrates. That's why you see upwards of 90% in concentrates. A very high THC flower would be around 20%

You can purchase high THC flower on the recreational as well as the medical side.
