I applied In January for my card and got a denial letter because my license expired a week after applying and it says to bring in my letter and submit another application with it. Does that mean I need to pay 100$ again or just come in?

I would just talk to them... there really helpful..

Id take the letter and the new card with your id into them and they will probably issue you a new member card. They are usually pretty good about that kinda stuff.
