No the trails are not stroller accessible. I'd advice against it.
At the top for observation platform. Trail becomes very rocky as you continue down to the river.
The trail down to the river is not. It is steep. There are no paved areas here, but the viewpoint of the falls is gravel and on even terrain.
Just the observation deck. If you want to walk down to the river it's a very rocky, uneven and steep trail with steps, which also means straight up on the way out.
