There is a paved path that runs from the Lincoln Park entrance at Colosseum Ave, to the entrance at N 7th St. There are also a few fairly level main trails that a descent scooter should be able to navigate.

Yrs. There are paths that are paved. Go to the Whipple Street entrance to the park. Nice paved paths along the canal.

The main paths are resanably level but there are sections that may give you issues. I would suggest starting at the sports fields at either Coliseum Ave or Whipple Dr and circle from there. These paths are better packed and my family has used them for biking.
