If you are talking about the theme park, no there are no cart rentals. You would need to bring a wheelchair or "scooter" power chair. If you're talking about the race track, I've never seen rental. There are several that bring their own golf carts.
If it is a big event there are usually carts for rent. Best to check for sure.
