Why aren't they enforcing mask wearing policies and why do the employees take their masks off to talk to people?

Its an open air environment not enclosed would be my best guess for it. Not to mention due to the mask its very hard to accurately communicate

Cos it is open Air and just as the guidelines state when exercising NOT to wear a mask, those swimming or running around in the park doing high octane activities have the option not to.
