I'm 16 and my mom took me a few times when i was 13. If he's mature enough I don't see a problem. I wouldn't let him roam freely. The later it gets the more rowdy the women get.
Agreed, you definitely can as its a pub so there are tables and great food, and the manager Ang keeps the a good eye on the place.
