Definitely not. Smoking and vaping are not allowed inside any elevators at all.
The reason I ask was I was at the mall one of the elevator wasn't working so I was waiting on the other one you could see inside the one that was being worked on two men were inside one of them was vapeing he would puff and the elevator filled with smoke
