Outside if the drivers are willing or able to deliver to the Strip. Traffic takes a lot of time away from making additional deliveries which turns into $$.
They definitely deliver out to the car. As to a hotel, I'm not sure. Most hotels have policies on outside deliveries. As a rule, they don't allow outside delivery of prepared food. You can; however, meet the driver right outside the property and accept the delivery. Hope that helps.
