You can bike in the park, there is a sidewalk / circuit all the way around. However I would not call this a cyclist's first-choice. There are usually more Walkers and kids, and the real cycling I'd say is probably done on the Greenways around town.
Yes and no. While there is a circuit route through and around the park, every clear day brings out pedestrians, dog walkers, photographers, etc. It would not be a steady or calm ride - lots of stops and starts.
