If we have 7 people and only 5 playing golf, am I still required to rent a 2nd bay and pay the extra fee? Or can the 2 non participants in the same party come and go to the bar area and back to the bay to watch their family members?

8 are allowed in a bay at a time and only 6 can play at once. Most the time during the week, specially during the day the bays are free to rent anyway.

You'll be fine with just renting one. The bays can hold 8 but only 6 are allowed to play at a time.
