Nope! You have to start in the lobby 1st and work your way up!
You can buy in person, after waiting in line. As for purchasing on-line, I'm not sure but I think that's another option.
You just go there, queue in line, buy ur stuff, then if u want to stay u can smoke the stuff at the lounge for free for 30 min
