Why are dog's allowed? I can understand service dog's but the other day there were two women who had dog's with that wore their little jackets. And they did their bathroom business right in front of Burlington coat factory. Why is that allowed?

They didn't even clean up after the dogs. If it wasn't for my dad and a crowd of people that confronted them they would never have cleaned up the load. And the security guard was around and didn't do anything about it.

Well, as far as I know, only service dogs are allowed in the Mall. Generally due to the issue that you experienced. It was wrong that the owners did not own up to it. Thank you and yoiur dad for pushing the issue with the owners. Why the Mall guard did not seem to want to do anything about is beyond me. I can only advise that you check in with the Mall offices located on the second level near the bathroom areas. Thank you for your concern.
