This store is a very busy store, no excuse, however , it seems that they service the customer in store first then answer phones. I have seen it happen.
I have never dealt with that tire shop but I suppose if you're calling them around 9 to 5 they should answer the phone. If not call customer service and have them direct you to the tire shop. And if that doesn't work ask for a manager and they're definitely get on it.
