I've seen all sorts of teens without adults there, so doesn't seem like it. Though I am rather old, so those teens might have been in their twenties.

No, not a written rule. I know they do not want to see them unattended. I would imagine that is anywhere though. Also since it is a more high end plaza. Unless you are going to the theater (which is more expensive), Lego Land or Build a Bear specifically, it seems as though parents are mainly by themselves.
