Yes, but I believe they have a cutoff around 4p when children are not allowed to be upstairs.
I have been with friends who were told they could not bring their child upstairs. This was a while back on a july 4th. Pretty sure that was a weekday too. So follow the policy or they will enforce it. That said maybe just go somewhere that caters to familys? The added bonus of going elsewhere is that you can get some really good food instead of the mediocre snacks offered on the roof. Just my exp and .02 talking.
