If the red card is like any other credit card then I believe yes. I unfortunately have never done this personally. Would probably be best to contact their support line or the store.
I'm pretty sure Bend, Oregon Target doesn't do money orders. If it's possible that would be at guest services. But red cards can only be used at Target stores.
I don't believe you can use a cc to pay.. inability to pay for credit cards and all that..
