We were there last night (day one of the 'sit-in dining ban'). Small, non-food, 'non-sitting/hanging' shops were open as usual. You're certainly allowed to walk anywhere in public settings (just keep your distance). Some shops have limited hours, so call ahead. But we ran through several big box department stores and shopped as usual (just lots of wipes and hand sanitizer, don't touch anyone or thing you don't have to, etc.). Stay home if you feel sick at all. Keep going out to as minimal as possible. But if healthy and need things and will be responsible, then yes, non-food/drink shops are open. And of course almost all food/drink places are still open for carry-out and delivery (support them!). Last, if you have daily/immediate contact with the immune-compromised, please just stay home and ask another to grab you your essentials when they're out.
