What Sharon Gilbert is referring to is a cover up only and the tattoo would have to be documented, the cover up can only be big enough to cover the old tattoo. It is illegal to tattoo a minor in the state of TN unless it is a cover up. At our studio even if it is a cover up we will not tattoo a minor.
Yes but you need to be 16 and your parent must come with you and show ID & sign a waiver.. they also have to stay with you
