Agree it is health and safety hazard. For some reason people now believe it is ok to bring pets into stores and Malls. These are not service animals. I recently saw a guy with 3 dogs in a mall. Some stores have posted signs saying only service animals, but people just ignore the restriction.
That's a safety and a health hazard! Someone could slip on it and fall. And little kids play on floors all the time. I hope the Mall's cleaning crew was alerted about it and got it cleaned up. If you see an animal doing that, you should alert someone at one of the food counters if the pet owner isn't responsible enough to do that! And if someone brought their pet In your house and it peed on your floor, would that be OK?
I don't think it is OK, even where people are not eating. Like you have noticed already, it happens, though.
I'm sure if they let it happen, it's allowed!? LOL
