If your from there or county and use live bait no. But if your not from there you have to have license to fish live bait or artificial.
I was ging down stream 26 miles in a canoe we would gro from NC intoVA and back and we were told we could use eather state fishing licance NC or VA as this is boundry waters Good size Small mouth and we even were abe to see Muskie swimming by as we padled over deeper waters. n
