It is software. You can remove the current software and add windows 7. You have to buy it separately

I don't work there because I'm a shopper like you. However I feel you should stop in just Target but, also Staples, Walmart and Micro Center
They do have HP laptops with windows 7.
I dont work there but i dont think so. The laptops in tatget all coke with windows 10.
