I will be flying in from the Philippines to go to Providence , Rhode Island but arriving thru Boston Logan Airport .Are there quarantine / travel restrictions in Boston ? Do I have to quarantine in BOSTON or go Providence to quarantine

No. you get free covid checking when you get checked and if everything look good you will be all set to go.
