It's a mall.
I'm unable to find anything online from any official representative of Ponce City Market, but I would wager a guess. PMC is primarily shops and food, something akin to a mall. They have developed a brand, certainly, and part of that brand is that of (to some degree based on its history) a tourist location, but it is designed primarily for the sale of goods and services, not for entertainment nor as a nightlife scene. Skyline Park, however, located at the top of the building is designed for those purposes, and is open until 11 or later more nights.
It's mostly restaurants, like a food court in a mall....not really a tourist destination, just a cool place to go.
