Hello Susan, What is likely happening is that the mirror is de-laminating. The silvering on the back of the glass that gives the mirror the reflective quality is essentially coming off. This most commonly happens when moisture gets behind the mirror and if the mirror has copper in the silvering. Copper is used to reduce cost of mirror, but inhibits the quality. We use a Palladium backing with no copper silvering. We do not do the actual silvering process of producing mirror. I am not aware of anybody that can remove and re-silver the glass.
