Can a frozen item be shipped from one walmart that carries it to another that doesn't?

If I'm not mistaken, the frozen item in question was about the cartoon, frozen? If that's the case, most all Wal-Mart's have sight to store. You can order it on the sight and have it shipped to the store you need it shipped to.

I don't think it works that way, orders such as produce, dairy and all other refrigerated items come directly from the warehouse to the point of sale.
