It can be. This is due to seal failure between the two pieces of glass, letting moisture in and as it condenses and evaporates, leaves mineral deposits on the inside. Depending on the Windows construction the glass unit inside the frame can be replaced.
I had to have a window repair company fix it. They came and did it in the driveway. Look up companies that will do it.
